Ack! changes to Dual Language admissions

Last year you could list dual language programs as separate entries on your kindergarten application. This year you cannot. You will list the school in which the dual language program is housed and if you are assigned to that school, you may get the dual language or you may get the gen ed program. You will likely hear about your placement in the dual language program long after the window has closed on a g&t, charter or whatever other placement. This is a serious impediment to families who want to try for a number of different dual language programs or families who want dual language (but not gen ed) in a specific school.

Change has come about because of requirements at the state level about the placement of English Language Learners. We don't have a specific timeline for the assessments, and notification of placement within the program, but it is almost a guaranteed certainty that it will be long after you have to make decisions about g&t, charter and wait list placements from other schools.

Since families are ranking schools in order, it throws a monkey wrench into many families' ranking strategies. In the past if you liked a DL program, but didn't like the school's gen ed, you could list the programs separately. Now if you like the DL, you also have to be satisfied with the proposition that you may end up in that school's gen ed. That may be too great a risk for some.

This is crazy and will kill the DLP programs. You can't have anglophones in these programs who don't really want to be in them or for whom they might not be the right fit. And how will the schools know which applicants are the foreign language speakers? Leave it to th DOE to introduce innovative programs and then do what it can to undermine them.

There is no question that this is going to make it hard for many families to participate. I believe that the DoE really wants anglophones who want the program. You can indicate that you want the program on the application. There is also a check off on the application where you indicate what language you speak at home and if you believe that your child will qualify as a target speaker, they will be assessed.
If you contact enrollment, they can give you more information about the assessment.
The DoE is in charge of enrollment, but I think that this requirement has come from the State.

For many families, I think, they'll take a shot at the dual language program and if they don't get in, will just go back to their zoned school. It think it means the gen ed rooms in schools with dual language programs will be in flux in September. And it takes DLPs off the table for G&T kids and families living in over subscribed schools (PS8), but otherwise... I'm not so sure it's a crisis.

I don't think it will kill the programs, but it will probably kill the diversity of them, and probably kill the diversity of the schools that host the programs too. Zoned schools are already hurt by the enrollment system because the DOE effectively forces them to reserve seats for far more zoned kids than ever will attend the school, often for well beyond the time when out of zone families might have taken wait list spots.

According to the state rule, schools can't even administer the test until June 1, which puts the notification date likely at the very end of the school year. I understand this is probably driven by a desire to enroll more of the ELL population in the programs, but it is very late in the registration timeline.
